Telecommunications Authority (July 1998-date)

Established the PTA Directorate of Policy and Research, part of the team engaged in developing the strategy to give the telecom sector in Pakistan a clearly focused and target driven direction in the next millennium. Involved in the development of new management approaches, new customer service philosophies, setting up service standards to be adopted by telecom operators, instilling philosophy of deregulation in regulation and licensing policies, procedures and rules. Preparing and championing policies for global competitiveness. Fostering the consumer centred rule-making, and forwarding new thinking in the organization for building service culture based on state of the art thinking in planning, organizing, co-ordination, communication, control, and human resource development to meet the challenges of the day. Looking after all the matters related to International Telecommunication Union and Technical Cooperation with other international institutions.

Sr. Principal: Systems in Social Science (Pvt) Limited [1989-1998].

Steered this highly successful and management consulting and systems engineering company for a decade. This firm specialized in providing management consulting services to high technology businesses and government agencies, and exceptionally placed for the design, development, operation, and maintenance of high-end, MIS, DSS, ESS, Expert Systems, CAI and Multimedia Systems. Over the years, we have provided consulting services to international firms like, Unisys Corporation. We also provided services to Federal and State Governments in USA. Management Consultant: Department of Human Services, Government of the District of Columbia, Washington DC. [August 1990 - 1995]

This assignment as Project Management Consultant required the development of an Marketing and Implementation Plan for major improvements in service delivery system for the foster care, adoption subsidy, and protective supervision and youth services programs. The enhancement of agency wide plans, processes, procedures and development of service delivery capacity was a major objective. This position also involved the operation, maintenance and re-engineering of an Information Centre. The systems provided database management and office automation services to large user base at various locations throughout Washington DC. During this time, we also developed the systems requirement and functional analyses document and management information system policy document for the agency.

Over four years as a visiting faculty, I taught; Marketing Management, Strategic Planning, Organizational Design, Management Principals and Practices, Project Management, Quantitative Decision Making, Management Information System and Statistical Modelling. These graduate courses on behalf of the George Washington University were taught at various installations of the Department of Defence including United States Naval Academy and NASA Goaded Centre for Space Sciences.

Prepared conceptual, preliminary and production design of Inertia Measuring System to be used for measuring the height of centre of gravity and moments of inertia of heavy commercial vehicles in roll, pitch and yaw. This assignment involved intensive programming.

Assistant Director: Project Loan Department, Agricultural Development Bank of Pakistan, Islamabad. [Jan. 1983 - Jan. 1987]

Four years extensive experience in industrial project identification, development, technical, economic, and financial appraisal, financing, disbursement, monitoring, and recovery of loans in a conducive development banking environment. Identify, and co-ordinate development projects, with other national and international agencies. The implementation and co-ordination of applied research and sector studies with the representatives of Louis Berger of United Kingdom, and Booze, Allen, and Hamilton of United States.
